The flag is a horizontal equal triband of light blue over white over green with a right triangle at the hoist (its longer side coinciding with the hoist edge of the flag) itself equally divided horizontally red over black.

A version of this flag, squeezed very together and shown vertically, but with flipped colors – red and green at the viewer's right hand, black and blue at the left – fills up the bottom area of the shield-shaped emblem (excluding the all around rim, with black lettering on white).
