Overview

Soracá is a municipality in the Colombian Department of Boyacá, part of the the subregion of the Central Boyacá Province.
The flag of Soracá is green (1.50 m. X 3.00 m.) with a red diagonal stipe from upper hoist to lower fly (15 cm. wide) bordered by white stripes (5 cm. each) from both sides. On the upper fly there is a yellow sun (20 cm. in diameter) with 16 rays.

"The heraldic symbols of Soracá were adopted and officialized by Decree 012 of 16 October 1993; the coat of arms and the flag were designed by a team made of Rosalba Avila de Suarez, Gilma Ceneth Duarte Muñoz and Fanny Edelmira Morales Vázquez [three ladies]."  
"The flag of the municipality of Soracá shares the colours of the flag of the department of Boyacá to emphasize its belonging to this department.
The flag is a 1.50 m x 3 m dark green rectangle, symbolizing the greenness of ths fields, the work and labour skills of the villagers, who, day after day, plow the furrows with the hope in a better future. It also symbolizes faith, friendship, service and respect.
A 15 cm wide red diagonal stripe runs from the upper left to the lower right corner, symbolizing the villagers' courage, resolution and love for their land.
On each side of the red stripe are placed to white stripes, each 5 cm in width, representing integrity, obedience, firmness, vigilance and peace.
In the upper right part of the green background is placed a yellow sun, represented as a perfect circle, 20 cm in diameter and with 16 rays, alternatively straight and wavy. This sun symbolizes unity, truth, clearness, abundance and wealth. It is also  the symbol of freedom."
On the image, the sun has only 10 rays and they are not detailed enough to see the alternating straight and wavy ones.
The municipal coat of arms is surmonted by "a sun ... represented as a perfect circle, with eyes, nose and mouth, surrounded by 16 rays, alternatively straight and wavy."
We can infer from these detailed descriptions that the sun on the flag should not have eyes, nose and mouth.
