with this information in Spanish: "Fue disenada por el
historiador Gustavo Gómez Mejía. Está constituída por dos
bandas verdes a los extremos, y en medio de éstas, una amarilla.
En el centro se halla un círculo azul, rodeado por una orla
roja. En medio del círculo azul hay una estrella blanca. En el
círculo rojo está escrita la siguiente leyenda: "Bajo el
azul de su cielo y defendida por la sangrer generosa de sus
hijos, Bucaramanga está abierta a los cuatro horizontes de la
Patria".
Unfortunately, at that size, the long text supposed to be in the
red circle can not be read. I'll try to make a detailed image of

Here is my translation:
Was designed by the historian Gustavo Gomez Mejia. Made of two
green stripes with a yellow one in the middle. In the center is a
blue disk, surrounded with a red circle. In the middle of the
blue disk is a white star. [All of that is everything but
precise. Just compare the image with the verbose description.]
In the red circle is written the following legend: "Below
the azure of its sky and defended by the generous blood of its
sons, Bucaramanga is opened to the four horizons of the
motherland".
