In the Codex of Legislation of
Republic of Belarus (N 1, 19.02.2004, Section First,
Decrees and orders of the President of Republic of
Belarus) is published (1/5305 on 12.02.2004 ) the Decree of
the President of Republic of Belarus on February, 9, number 60
About establishment of official heraldic symbols of
administratively - territorial units of Region of Vitebsk.
This decree has established coats of arms and flags
of Vitebsk-city, and of settlements of Vidzy and
Druya in District of Braslav and Kopys in District of Orsha; of
coats of arms of Disna-city in District of Mior,
settlements of Vetrino in District of Polotsk,
Podsvilie in District of Gluboksky and of Ulla in District
of Beshenkovichy.
The flag of Vitebsk-city represents a rectangular cloth of blue
color with a ratio of the sides 1:2. Only in the centre of
a obverse side of the flag, the coat of arms of city of
Vitebsk-city are placed.
The coat of arms of Vitebsk-city are: on a blue field
of a Spanish shield, there is an image of the Savior in a
profile, under him placed naked red sword. Angels are supporters.

Vitebsk is quite well-known to certain sections of the general
public as it was the birthplace of the great 20th Century artist
Marc Chagall, and it figures in many of his works.

Vitebsk - Russian name of the city, Vicebsk - Byelorussian
name of the city. In Soviet time all city names in USSR were
transliterated to Latin characters from Russian spelling. After
independence of Belarus the Byelorussian spelling
"Vicebsk" became more popular in transliterating.
