It seems that very recently Baranovichskiy and Brestskiy Counties in Brestskaya Region adopted their own flags. They can be seen on photos that I exchange with Viktor Lomantsov

As for Brest, there is not much information to add since the flag adoption seemed to be "de facto", absence of any kind of legislation. However, the flag has been in use since at least 2022.

Brestskiy rayon has 11 village councils. Here is the list: Domachevskiy, Znamenskiy, Kleynikovskiy, Lyshchitskiy, Motykal'skiy, Mukhavetskiy, Radvanichskiy, Tel'minskiy, Tomashovskiy, Chernavchitskiy, and Cherninskiy. Only one - Chernavchitskiy has registered symbols - coat of arms and flag, adopted in 2011.
