A white flag, with green right-angled figures in the lower hoist and upper fly and the municipal arms in the centre.
Official website at
http://www.mendonca.sp.gov.br. The flag is shown on the official site at the
start page. The flag is described
at
http://www.mendonca.sp.gov.br/historico.php. The actual flag is without the
text seen on my image. It seems there exist different flags for different
departments.

Mendonça is named for Mrs. Maria Amaral Mendonça, one of the early settlers of the place, originally known as Vila Jacinto, in the 1920-1930. The district of Vila Amaral Mendonça, part of the municipality of São José de Rio Preto, was established on 14 January 1936. Renamed Mendonça in 1940, the district was transferred on 30 November 1944 to the municipality of Nova Aliança. The municipality of Mendonça was established on 18 February 1959.
On the flag, white is a symbol of peace and green represents the natural environment.
The coat of arms of Mendonça is prescribed by Municipal Law No. 58 of 17 September 1962.
The parchment and the quills represent the culture and the intellectual conquests of the inhabitants, the initial nucleus being derived from the initiative and the culture of a man - Mendonça. The oxen's head symbolizes the everyday's perseverance and struggle, as well as the main source of income, cattle breeding. The blue field represents progress and social order, symbolized by the atom and the stars. The coffee and cotton plants supporting the shield represent the main crops in the municipality. The Latin motto is "LIBERALITER SEMPER VINCO" (Always Win with Respect).
