According to the photograph at the site, the flag appears to be 13:11 or very near to that,
unlike the drawing at the same site.

http://www.macamp.com.br/_CidadesC/SP-ubatuba_i.htm, but no mention of the
flag in the text) another flag image uses slightly different specifications.
This might be a variant design, a mistaken depiction, or even the actual
official specifications, and may or may not be used on actual flags. The shades
of blue and yellow are light(er), and the canton takes 5 of 9 stripes in
height; the cross is thicker, too.
