The municipality of Balneário Gaivota (10,692 inhabitants in 2018; 14,771 ha) is located 250 km south-west of Florianópolis.

The flag and arms of Balneário Gaivota are prescribed by Municipal Law No. 74
promulgated on 23 December 1997.
Article 2.
The coat of arms of the
municipality is in Portuguese style, with a blue field charged with a seagull
argent and sable and a sun or and sable.
The heraldic description is:
Or (yellow) - represents wealth and work.
Azure (blue) - represents wisdom.
Argent (white) - represents faith or mystery.
Vert (green) - represents life,
nature and hope.
Gules (red) - represent justice and power.
Sable (black)
- represents prudence and protection.
The coat of arms of Balneário
Gaivota argent and azure, supported by a seagull, is charged with a sun and
strips representing the sea. The town's name is described inside it. The sea
waves, stylized in perspective, conveys an idea of metamorphosis, that is
creation of life in the sea transforming itself in a seagull ["gaviota"].
The
supporters represent the rural area's primary production: tobacco, rice,
watermelon and passion fruit, sources of income for the farmers of the new
municipality.
The yellow cogwheel in sinister center represents commerce and
industry that exist or will exist in the municipality.
The anchor and
sea-horse that harmoniously enlace the scroll gules dexter and sinister of the
shield allude to fables and stories built along the history of brave people, who
offered their sweat and sacrifice to the creation of a new community, powerful
and expected to reach first rank among those forming the state and the country.
The scroll gules with the toponym "9-12 Balneário Gaivota 1995" sable represents
constitutive power and protection. The shield surmounted by a mural crown with
three visible towers, representing a 3rd rank or municipality seat, the three
red gates representing the three constituting powers: Executive, Legislative and
Judiciary.
Article 3.
The flag of the municipality is composed of the
white, blue and red colors, with the meaning given in Article 2 of the Law,
mainly blue in four cantons divided by two white stripes of 5 cm in width,
placed horizontally and vertically. The same is true for a red stripe of 22 cm,
shaped like a cross. The coat of arms of the municipality shall be placed in the
cross' center.
§1. The flag of the municipality is officially 14 units in
width on 20 units in length, the coat of arms covering 4.7 units.
