The October 1917 issue of National Geographic Magazine

through 540, a set of naval flags different from the current
ones.The colour plate is conveniently reprinted in Zanmierowski
[zna99] on page 97.
Numbers below are from the plate in National Geographic Magazine and the name are the
appropriate US counterparts, since the plate shows different naval
flags in comparison with the US system.

This is probably the same flag as the one currently used for
Members of the Government (only now it
is square). It would be one of the Ministers that would be
counterpart of the US Secretary of the Navy.
