The flag of the Fleet of the Ministry of Emergency Situations is dark blue with the national naval flag in canton.
When the President of the Republic is on board, the flag has the national coat of arms added in the upper fly.
When the Minister is on board, the flag has the Ministry's emblem added in the upper fly.

The obverse of the flag is similar to the national flag. The reverse of the colors is horizontally divided blue-red-green with the emblem of the Ministry in the middle, and the golden writing FÖQƏLADƏ HALLAR NAZIRLIYI in the blue stripe and MÜLKI MÜDAFIƏ QOŞUNLARI in the green stripe. The flag has a golden fringe.
