The photo above looks like it could well be the flag

At the city's bicentennary, the local Lions Club wished to display a flag for
the area, and received permission from the council to produce one with council's
"crest". The article reports that the Lions Club also planned to continue using
the flag after the celebration.
The coat of arms is the one granted to
the then City of Bathurst (since merged into the regional council) in 1960,
blazoned: Arms : Quarterly Gules and Azure, a Cross paty throughout Or, between
in chief a Merino Ram contournee and a Hereford Bull, and in base a Kangaroo
also contournee and an Emu all proper.
Crest : Issuing out of a Coronet
composed of Wattle Flowers and Nuggets of Gold proper, set alternately upon a
rim Or, a Railway Wheel also proper.
Supporters : On the dexter side a
Gold-Miner supporting with the exterior hand a Spade and holding in the other
hand a Pick all proper, and on the sinister side a Husbandman holding in the
exterior hand a Sickle and resting the interior foot upon a Garb also proper.
Motto: 'Publica Salus Mea Merces'.
The light blue flag includes the text
"BATHURST REGIONAL COUNCIL" in black below the achievement.
The article
mentions the plan to fly the flag alongside (among others) the Greater Sydney
Ensign. John Vaughan, that flag's designer, did specifically say that the area
he envisioned the flag reprsenting was bounded by Bathurst, but to me flying it
in Bathurst stretches any of the usual definitions of "Greater Sydney"...
