El Alto is a department located in eastern Catamarca Province in
Argentina.
It has

The officialization of the Flag was celebrated by the deputy Guillermo
Marenco, who promoted the initiative in the Lower House of the project presented
by the departmental Senator, Augusto Ojeda. The Chamber of Deputies gave
definitive sanction to the Bill where the Insignia instituted by Ordinance No.
429/2012 sanctioned by the Deliberative Council of El Alto was made official as
the Representative Flag of the Department of El Alto.

explains the meaning of this flag:
The base flag chosen was the one
presented by Professor Julio Cesar Díaz. Three colors stand out clearly in it:
brown, symbolizing the mountains, hills and earthy plains, typical of the
department; the light blue: represents the water of our rivers and dams that
flow through channels carrying that faithful liquid that helps to fertilize, and
the orange: reflects the typical sunrise and so typical of our terroir that
invites us to the beginning of the day with the hope of a best day.
In
the center of the flag the jurisdictional map is imposed, in which a series of
characteristic elements of our terroir and its population are enclosed, such as
the vessel that represents the strong presence that even today remains of the
original peoples, who printed on the rock in bright colors aspects of their
daily life and their beliefs, the Cross that symbolizes a Christian people that
lives in the framework of mutual respect, and the watercourses giving it
prominence as a vital element for human development.
