The flag of the Partido of Capitan Sarmiento is vertically divided
yellow-white-yellow all overlain by a green map of the district with two white
arms in a handshake and a yellow sunrise.

"Heraldica en la Argentina" gives information on a flag adopted in 1997 but
no description of it.
https://heraldicaargentina.blogspot.com/2020/09/escudo-de-capitan-sarmiento-buenos-aires.html
Google translation: 'After a contest called in 1995 by the Buenos Aires
Undersecretariat of Culture to select the flag that would identify the province,
and the design of a group of five Sarmiento boys having been chosen, in 1997 the
then Governor Eduardo Duhalde signed a decree by which he declared to the town
Cradle of the Buenos Aires flag.
We don't have much to say about its
shield, which we are showing, since it is a motley set of various juxtaposed
elements without grace, order or success.'
I found this link, giving 1968 for the adoption of the shield and 2007 for
the flag. The partido was created at the end of 1961.

The local motto "Cuna de la Bandera Bonaerense" is interestingly
flag-related, as it means "Cradle of the Buenos Aires flag" - referring, a bit
surprisingly, not to the city flag, which is historical,
but to the provincial flag, which is a recent creation
by local schoolboys.
